Whats best, 4 x 4Gb sticks or 2 x 8Gb for DDR4 2400?

Yes, quad channel gives 2x more memory bandwidth than dual channel on the X99 platform (assuming same memory frequency and timings but it can get more complicated than that).
Does this only apply to the X99 platform?
X99, X79, are quad channel. X58 is Tri-Channel. Everything else (unless going back to about 2001) is dual channel.
In practice, you probably won't notice the difference with quad vs dual channel, unless you are doing something specifically memory bandwidth limited.
I have an 8 core Xeon E5 with 2x16gb DIMMs in dual channel mode and it performs perfectly well. I would score higher in say, Winrar benchmark with quad channel.
