Do you mean Ecchi? that doesn't necessarily mean anything bad.

Anime itself it pretty conservative even if it may suggest otherwise.

Hentai on the other hand is basically just animated porn, other than legal issues to do with licencing there is not much dodgy about that, unless you really want to get into a discussion about the content, but lets not go there.

You've used the terms bad and dodgy there, but his term was creepy.

I find the vast majority of the anime I've come across to be creepy: 'causing an unpleasant feeling of fear or unease'. That doesn't mean it's particularly dodgy in a legal context, just weird and odd enough to leave me uneasy with it.

yea that's the feeling I get with most anime, I'm no prude or easily put off but for some reason, even the 'mainstream' Japanese anime shows just sit uneasy with me. there's always at least 1 character that seems to just glide a fine line with what I find acceptable/decent, if that makes sense
