For me I'd say:
Nvidia - EVGA, decent range and good warranty.
AMD - Sapphire, don't they make the reference cards for everyone? If AMD trusts them this much...
That said I'm not sure the question gives enough information.
By that I mean, if I'm watercooling I'll probably buy reference cards. In this scenario I'd probably buy the cheaper reference card and if there's little to no price difference I'd get a brand that allows cooler removal without affecting warranty.
If I'm air cooling then I'd also have to consider the cooler performance. For example when I got my 7950s I went for the HIS brand because the IceQ model got good reviews and the blower cooler design works nicely for crossfire setups.
If I'm going with SLI/Crossfire I might try to get a 2 slot card to allow more air between the cards. If I'm going for 1 card then I might just get the beefiest air cooler I can regardless of size. Now if Powercolor makes a particularly good air cooled card I might well buy that over another brand even if Powercolor would normally be a "go to" brand for me.
