Best top down cooler?

As the title says, what is the current best top down cooler? Going in a Parvum X1.0 with Gigabyte Z97X-Gaming 5 mini ITX board.

Budget isn't a concern but I'd like to move away from AIO.

Looking at:

be quiet! Dark Rock TF
Noctua's offerings (not sure which one)
Phanteks PH-TC14CS
Cryorig C1

Any particular reason you want a down draft cooler?

The Dark Rock TF is a decent cooler, depending on the amount of overclocking you want to do, but realistically all of them get outperformed by regular coolers.
 
Scythe SCBSK-2100 Big Shuriken 2 Rev.B Low Profile CPU Cooler. I have one and it is superb! In fact i have 2!! One was bought by my wife which i use now and the other i did use in an ITX build i used to own. I wouldn't buy any other as these work superbly.

I have the Scythe Shuriken 1100 Rev.B in my home theatre, it is quiet and performs great, but I wouldn't recommend it for any CPU that is going to have a big overclock.

It's main selling points are quiet and low profile while being effective, not massive cooling performance.
 
Scythe SCBSK-2100 Big Shuriken 2 Rev.B Is superb. Had it running in different PCs and each one the cooling was top notch and quiet
