Save the money you would spend on such an expensive and difficult to install cooler cooler and sell the reference 290. With the money saved on the cooler and the second hand price for the 290 you should end up with about £180-£200 to spend. You could go for a second hand 290 with custom AIB for the same money. Or go with a brand new 390 for £230 ish.
Don't start messing with aftermarket coolers.
The Xtreme IV uses the same rear plate cooler as the Hybrid II I'm running, it does very well at cooling the VRMs and memory, but I still attached some VRM heatsinks because for what they cost (about £6 I think) it seemed silly not to.
The Arctic coolers are excellent, and you won't be sorry if you go that way on a 290, so long as you have nothing in the PCI-E slot above your GPU, or a 140mm CPU heatsink or the heatsink won't fit. The HG10 should still be pretty quiet as although it uses the reference fan it should never spool up beyond minimum speed so won't be noisy. Haven't tried one myself but most feedback I've seen online for them is positive.

Depending if your looking for proper silent air cooled-AC IV and vrm sinks.
My old 290X Modded Xtreme sat@59c stock silent.

Anyone got a HG10 to shed any light on the blower noise?
The vrms are still going flat out delivering power to the (cooler)core-mine ran ~80c@stock/~100c@1100MHz when I had them but mine was on custom curve for minimal noise.

Every sink you need and the easiest vrm to fit as it screws in and doesn't need tape/glue, but when fitting vrm sinks to 290's if you don't isolate components, you can short it:
When fitting any heatsinks to the vrms(small flat silver bank next to the end yellow line), use electrical tape and completely isolate all of it-you have been warned.
If you go this route, download 7970 Xtreme fitting guide, it'll show you where to find the vram vrm(and you need to be careful with that one too.

I went with the Gelid "ENHANCEMENT KIT OF REV. 2 ICY VISION FOR AMD R9 290 / 290X" to cool my VRMs, but Google doesn't show up anywhere obvious with any in stock at the moment (the place I bought from is listed as expected late January). Maybe you'll have better luck tracking them down as they fit perfectly and are very cheap. I left my RAM chips cooled by the Accelero backplate only and didn't bother getting any extra heatsinks for those. I was going for quiet at pretty much stock clocks (1000 core, 1250 memory) rather than chasing overclocks and this has been more than enough cooling for me.

Thing is, with selling I run so many risks, and the Bay is full of scum that scam, and the fees just are not appealing...
I do agree it has become an absolute mess on ebay for sellers and buyers recently. My last 3 experiences buying and selling on ebay turned in to nightmares due to scammers and morons.
One seller didn't send the item. Had to get a refund from ebay
One seller refused to accept the item he sent was faulty. I had to open a paypal dispute for that one and waited 3 weeks for my refund.
One buyer claimed the item I sent was faulty two weeks after leaving positive feedback saying the item was perfect and I was a great seller.
Thankfully ebay is not the only way to sell your unwanted hardware.
