Advice regarding a refund.

Cheers everyone. I replied once more to give them a final chance to refund the money. I will open up a paypal dispute if they are uncooperative.
 
I had this once with House of Fraser. I ordered something that was alegedly delivered but never was (it probably went to the wrong address). They said they would investigate with the delivery company but would have to wait x weeks before it is declared lost. After x weeks I asked for a refund and they said it was too late now to get a refund and offered a credit note. I just kept insisting that they give a refund and eventually they did. It's ridiculous.
 
I'd imagine the 30 day refund thing is simply them using paypal's refund policy which will give the seller 30 days to offer a full refund from within paypal and get the paypal fees refunded too. past that point they now have paid the paypal fees as well as have to get your details from you to refund, causing admin work.

Open one immediately before they respond. You can always cancel the dispute and the earlier you do it the better. It will also likely change the tone of their response and make sorting this out easier and quicker.

If I read this correctly, OP, your rights are dead simple. The DSR replacement, Consumer Contracts (ICAC) (SI 3134 2013) applies, section 30 (4). Your right to cancel, where multiple goods are delivered on different days, ends 14 after the LAST goods are delivered to you or someone named by you. As they haven't been delivered, it seems pretty clear cut. Cancel and quote reg 30(4).

Seems fair enough. Anyone can make a mistake but it seems they now acknowledge that. Assuming the money does show up, of course.
