Nope, my two are so quiet that I haven't bothered to watercool them despite having a pair of GPU blocks.
What temps and fan speeds are you seeing and what is your case airflow like?
If its not going over 68C then it sounds like you have some room to run a less aggressive fan curve

Yep, heard quite a few different brands of 980TI and they are all what I'd call loud. Same as my 390X volume wise.
You can't get 980ti levels of performance without a 'loud' card - the 28nm process simply doesn't allow for a cool running card, hence the urgent need for 14/16nm GPU's this year.
The AIO cooled 980ti's I've heard are much quieter in game, under load, but obviously due to having a pump constantly working they are louder than air cooled cards at idle (or browsing, watching video etc). The air cooled cards all have 0DB modes where the fan's don't spin, so no AIO is going to beat that at idle at least.
Of course noise is a very subjective and personal issue. I'm quite sensitive to noise, though some of my older friends don't think a 45DB card is loud at all, though age related hearing loss helps there I think![]()
