Mouse control feels off on PC, but fine on my tablet?

This happened on a previous rig of mine, aswell as my current rig. So i am baffled to the cause.

Basically, the mouse ingame and on desktop never feels smooth/proper. Always feels really juddery and skippy at times, it happened on my last build no matter what i did and after a full new pc upgrade, aswell as a brand new mouse and gaming surface it still happens.

But the kicker, i plug my Win10 tablet into the screen and my mouse and it's buttery smooth.

I've done everything i can, fresh installed multiple times and just used the default drivers and the recommended drivers but no dice.

IT makes playing PC games difficult, but controller works fine.

Anyone have any ideas? Didnt know what section as it could be anything.

Desktop 980 GPU (In laptop chassis)
i5 6600k
16GB ddr4 Ram
Windows 10

Have you checked your monitor is running the highest refresh rate? When mine is on 60hz its not smooth, but once put to 120/144 it's smooooooth.

Also untick "enchance pointer precision?" It's not as smooth with it on imo.

Also tried plugging in the mouse in different usb slots?

All three tried, i dont use 120hz i only use 60hz (I play a lot of fighting games and things and i dont really want to set my laptop fans blaring with higher framerates)

Also i run a Deathadder Chroma in a Corsair matt if that helps
