My Current Rig

Asus Sabertooth 990fx R2.0
Samsung Evo 250GB SSD
Seagate 5TB HDD
AMD 8350K
16GB Team Elite DDR3 16000mhz
Gigabyte R9 280X Windforce 3x oc
Corsair CM 750W Psu

Just as in the title .. I'm looking to upgrade my graphics, to maybe a 390 / 390X/ Fury X or a GTX 980 (not TI) .. Before this build my last 2 gaming rigs were Intel/Nvidia , which I would have kept to if it wasn't for budget restrictions.

I will be going 4K in the future, but for now would like to do the GPU first.

Example:
Fallout 4 set Ultra on current rig fps constant 60fps indoors, outside fps drops to unplayable levels at times .

Any suggestions cuz my heads saying 390 but my blood pump tells me fury X or 980 .. ?

390

My current R9 280x whines and has done since day one, I tried an RMA and many of the fixes for this with no joy, so to say "if it whines I'm not interested" would be a lie, though it would be a major disappointment for me if I spent my hard saved wedge on a GFX card that always moans when its required to do some actual work .

I'd wait, Just lower some settings, there are settings that have a very small visual impact but a big performance hit, identify and avoid them and your rig will be fine for a while, The reason I say that is because new AMD cpu's and die shrink gpu's are almost here so buying any hardware today with a view to running 4k with it down the road is a bad idea.
If you must scratch an itch do it with a Sapphire 390 Nitro.

If you must buy now, then get the nano. But I think you should wait till at least GTC before purchasing because if nvidia announce pascal cards that will be released in a matter of a few months then I'd imagine they'll provide a lot more GPU grunt for your money.

Buying a card for 1080p now and 4k in the future doesn't make much sense. There will be very few games your 280x will be struggling in at 1080p so a new card really won't make much of a difference right this second. When it comes time for you to buy the 4k monitor the chances of the cards you listed doing well aren't very good, they aren't particularly great as single cards at that res right now and games get more demanding over time not less.

Do yourself a favour and wait a couple of months to find out what is what with the new cards coming. Your 280x will do you fine at 1080p til then.

Your argument makes no sense.

Why? If you want a card now for 1080p get any R9 390 or 390X or even the R9 Nano (an aircooled FuryX)

However do not look for "future proof" argument.
Because,

a) This year going to have new 4K monitors, supporting DP 1.3 (so 120hz), which possibly the significant majority will support freesync because the hardware is going to be there (at the port electronics) why not do so.

b) New cards supporting DP 1.3 and new generation of processes. 16nm FF for Nvidia Pascal and 14nm FET for AMD Polaris.

c) Possibly more curved and HDR monitors.

And of course when you consider an investment for card/monitor you have to look for Gsync/Freesync. Is mandatory tech if you want to enjoy gaming.

No card available now is going to play 4k tittles in 1-2 years time on high settings. your going to need 2 or 3 current gen cards in SLI if you want a decent frames/settings. if you have your heart set on 4k gaming put the money in the bank and get a cheap setup to last you a year. then buy as 4k will be a reality in a year on a single card at a guess.

then buy as 4k will be a reality in a year on a single card at a guess.
Snipped the rest of your post as i agree with it, the remaining part however... single cards are barely keeping up with 1440p at 60fps at the moment and haven't done for a while, this time next year i'd guess that 1440p will be coming into it's own in terms of performance and affordability and 4k will be where 1440p is right now.
