So my sister has her Polo in to the garage for some warranty work and VW have said she will have to pay a £12 charge for a courtesy car. Is it just me or is the utter nonsense?

I can understand if it was servicing or anything else but the car has an issue and is in warranty so is it normal for them to ask for money? I've had my A3 in the garage 3 times and never had to pay for a courtesy car.

Will be insurance as above, can usually get it dropped or alternatively tell them you will have it out on your own policy of you have a no admin fee insurer
 
If you have to pay, it's a hire car, not a courtesy car.

Courtesy cars
In the event that your vehicle is off the road and needs rectification under Das WeltAuto Warranty,
the repairing Retailer will offer a courtesy car* wherever possible.
* Participating Retailers only. Please note that a courtesy car needs to be booked in advance and cannot be guaranteed.
 
A lot of policies will cover courtesy cars for free - just need to give them the details. They aren't covering it on the basis of your car being damaged/a total loss, just a very temporary change of car covered(/additional car really). If they charge an admin fee it becomes pointless though
