You shouldn't have 8 kids if you can't support them. Using welfare as a permanent means to support them is the problem here.

Tax avoidance isn't something widespread amongst the general population it's much more prevalent in corporations like Starbucks, Amazon, Google etc. It beggars belief that our government seems so apathetic at tackling big business tax avoidance but keen on picking on the average Joe.
It's true that some people bring kids into the world without the necessary means to adequately support them and so rely on welfare. However the kids must come first so it's a catch 22. How would you legislate birth control? You can't.
Pay part of the benefit provided straight to the council for the property rent, you'll always need a roof over your head and this will stop the problems with rent arrears.
Pay some of it straight to the gas/electric/water boards as a direct debit, make it that you can't run out of gas or end up on costly prepayment meters.

I can't say I envy her.
No money, 8 kids, struggles to find time for work, little possibility of finding a stable partner willing to put up with it all. She has little chance of improving her own situation until the children are much older. Sure, she got herself in to this mess, but focusing on that does nothing to fix the problem at hand.
TBH I'm amazed £25k is enough for 8 people to live off. After tax, me and the missus take home about that and we're wondering how we're going to cope with one kid (when the time comes).

I can't say but when you consider the billions collectively of tax avoiding corporations to those ordinary folk who try and cheat the system it's clear that our government has failed to tackle the problem.

Less than £1500 a month after rent costs is what she's expected to live on. Factor in some heat & light, water, a telephone line, and a TV license, and you're left with about £30 per person per week. That's only just enough for food.
Got to feel for the kids, to be honest.
I imagine heating and water bills would be crippling. It would probably make sense to set her up with solar panels, ground heating, and a small turbine so she can be as near self-sufficient as possible in that respect.
