Well the article did mention gangs.

The city has seen a spate of violence linked to biker gangs involved in the drugs trade in recent years, but Mueller would not speculate on any possible background to the crime.

They do use car bombs in suicide attacks quite a lot, but yeah this doesn't seem to be that style. Apparently it was a shaped charge aimed at the driver - so looks more like an assassination to me.
