You'll be wanting a third party cooler as the stock AMD one is both awful and loud. The case supports coolers up to 160mm - get a £20 job from Raijintek.

This is the cheapest I would go on the psu. Any cheaper and you are going to end up with junk. That's why robfosters made the suggestion of the case/psu combo as you get a nice saving.

For browsing and youtube, why are you getting an Athlon and GPU?

Better to get one of these APUs IMO (for £8 less or £10 more, assuming you've got a fixed budget), unless you want to get a beefier GPU in the very near future.

Also you only need about 150 W PSU so get as small as possible. I'd get the cheapest Gold rated one you can find (probably the superflower golden green).

I'd go with an AM1 build for this and put the savings towards an ssd for a much snappier machine.

The IGP will be fine, so can ditch the 610. Could also go cheaper and quieter by using a pico psu.
 
Another option would be to go used sandy/ivy. I built my wife a machine with a i3-3220 and a matx H61 board for browsing and office work and it's perfect for the job.

The 860k is a good deal at 60 for gaming and overclocking, but I wouldn't want a 95w chip in that kind of machine. Unnecessary heat / noise.
