Yep, badger them until they do something. That's about the only way you can get them off of their arses and doing their job these days.
what is the phone? and how much is it worth?
why not just started a moneyclaim against the limited company that sold it on ebay or the seller directly if they aren't trading as a business.
you have all of the messages to use in your set of particulars. for the sake of £25. i can't see you losing.

It won't work.
I've been stung twice with ebay.
Once was for a phone that was eventually blocked, I told the police and they took the phone off me and I never heard back.
Second was for a PS3 I bought for £400 back when they were expensive, the person who sold it was the boyfriend of a girl he had split up with and used her ebay and she didn't know. I told the police and they said sorry it's a civil matter and that they didn't investigate those kinds of things unless the amount was over £500. This was before buyer protection as well so I got naff all back from paypal.
Don't buy from ebay, don't bother using the police.

As far as I understand it Action Fraud never look into cases individually. Your report just gets added to a database for statistical purposes. I think it can be useful as an easy way to get a police incident number to attempt to bully someone with but beyond that it's a pretty useless service.
