hi I have a friend in the states who wants to play fallout 4 and is getting the amd radeon R8 graphics card,can he play it with that card.thanks for your time

I'm pretty sure that's an APU in which case it would really struggle with games.

that is not a graphics card, it's a APU, processor with an integrated graphic, it's usualy for light gaming, if can play fallout4 at medium setting with over 30fps if he lowers the resolution to 720p instead of 1080p, he also should get the highest clocked Ram possible, faster ram works well with APU.
best though would be to get a graphics card like the RX 480 to be released 29th june it goes for 199$, with that he can play fallout4 maxed out settings at 1080p or even 1040p resolution.
