Well it would be proof for me that ignorance is no excuse of the law
 
It's not as bad as driving through red lights to let an emergency services through only to find out you get points and a fine for doing so.
 
Private security firm issuing tickets just like the council racket with parking enforcement, legalised con merchants hiding behind various bits of legislation meaning they can issue fines and spin the innocent until proven guilty on its head since the onus is on the recipient to appeal. Bloody disgrace!

Except in this case I don't even see why you'd pay or give your name.

With a private car ticket, they can get the registered owner's name.
 
should have ducked and rolled with mr whippy in his clenched airborne fist and gone to seek cover under a tarpaulin

The only one breaking the law is the one handing out the penalty charge notice.

You are not required to carry ID. How is this enforceable?
Because people willingly give up their details and sign that piece of paper which is actually a contract/lawful agreement, then they use it against you in court.
Some where in the last 20 years everyone forgot their right to remain silent.
