Low power consumption 24/7 Win10 box

I need a small PC to use 24/7 running one programme plus TeamViewer in Windows 10. I need to be able to plugin a monitor and enable TeamViewer plus one spare USB.

I have a spare N40L Microserver but even that seems a bit much for what I need. preferably small with low power consumption. The programme is light and barely uses any ram or CPU resources. I did look at Raspberry Pi 3 but doesn't look like I can install Win10 on it, any suggestions?
 
Depending on what programme you need to run you could use a baytrail/cherry trail low powered PC/Stick something like a Lenovo Ideacentre Stick 300 Ultra Small PC you can get for ~£70 including a windows 10 license.
 
I've been using one of these for all sorts of things at home. Currently runs my broadband router in a VM and also acts as my wireless AP. While at the same time I use it for browsing etc. via Win 10 in preference to firing up my main gaming system.

Passively cooled typically consumes 9W but will peak to 17W fully stressed. Probably OTT to be honest :)
