Presumably getting rid of all that pesky EU led regulation will allow British cement companies to ramp up production to unheard of levels and undercut Europe and China even allowing for transport costs to get it to markets where the is already production capacity enough for them to have been expoirting it.
I'd imagine it would probably only take either the utter devaluation of the currency, or throwing out most of the regulations about safety, working times and wages.

The UK cement industry was killed off 20-30 years ago my man we were market leaders, Subtle EU regulation that favored southern EU countries saw to that. The UK's cement industry was the first casualty of the EU power grab.

It does suggest that the chance of getting article 50 through parliament is a lot lower than I originally thought. The vast majority of MPs supported remain and this does not appear to have changed.
