Manli is just another PC Partner brand like Zotac, Inno3D and Sapphire. They make all of the 'OcUK Value' cards. Warranty would be handled through OcUK, since it's their in-house product line. As for overclocking, most Pascal cards reach around the same. The fancy, overbuilt cards don't really get you anything except perhaps slightly better acoustics (and even that's not a guarantee).
