Low FPS playing Assassins Creed 3 on GTX 960

I am getting between 18-25 FPS playing Assassins Creed 3.

PC Specs:

MAINBOARD: ASRock 960GM-VGS3 FX

I have set all the game graphics to their lowest possible values.

Based on what I have read, this PC should be able to run the game with much higher FPS.

I found another thread that suggested turning vsync off, but the FPS dropped to 12.Then I set it to Fast, but this hasn't made much difference.

Could you help me understand why I am getting low FPS and what I can do to improve it.

Assasain's creed games are notoriously CPU intensive, I bet if you turned the resolution/settings higher you would see similar if not better frame-rates.

Honestly, i'd upgrade the CPU but AMD offer very little in terms of bang for your buck right now and buying AM3+ chips is pointless with AM4 on the horizon. The newest AMD cpu is already 2 years old.
