That's exactly what the rules say. They say that you must commit to treat everyone without judgement. No ifs, no buts, no qualifications. No judgement. At all. For anyone. For any reason.
It's the way English works. Text inside a sentence but clearly seperated by it by punctuation is explicitly being stated to be not integral to the meaning of the sentence. If, for example, I was to write "You must buy every pair of shoes - with or without laces - in the shop" that means "You must buy every pair of shoes in the shop". Text seperated out that way is at most just supplementary information. Removing it doesn't and can't change the meaning of the sentence.
It might or might not be what Airbnb meant, but it is what they wrote and it is therefore what their customers must commit to if they want to continue using Airbnb. It forms part of the terms and conditions.

Treat people with respect and without judgment or bias doesn't mean you can't ever reject another booking for any reason as you claimed, you just need a respectful reason that isn't formed from being judgemental or biased.
You need a bit more training if you're going to be a SJW. You have the fake outrage working, you answer all your posts in questions, so that's working well as a newbie SJW, but you need to brush up on common sense.

TBH I'm not a huge fan of overarching "requirements" like the terms in the OP, but then you see responses in threads like this* and realise why these sort of requirements are actually needed.
Trying to tar people with broad brushes like "SJW" and "racist" doesn't help matters, especially when the word is so overused it does become meaningless.
