I'm still running a 560ti, but looking to upgrade to a GTX 1070 so I know any one will give me much better performance. There is a wide spread of prices and I'm unclear over what the extra money gives you, if it is just flashing LED's then I'm not interested. Are the blower fans really much louder than the other cards? What would be the best value under £400 if I don't care how it looks and don't intend to overclock?

I've not used any others about from the founders edition that I own. I'm really pleased with it and would recommend it as a good card.
Just my 2 cents but depends on the resolution you're playing at. For me I want 4k but am going to wait for the 1080ti. I just got a 1060 and it's pretty capable at 1920x1080. My old card only had 2gb memory and found it was struggling on some games.
The 1070 is somewhere in the middle and more suited to 1440p as far as I can see.
More expensive ones seem to have a higher overclock on them and maybe a better warranty. Others you're just paying for the name I think.

I would avoid the evga at the moment due to hotspot issues. Also the Palit dual fan is supposed to be unreliable.

Got a Zotac founders edition when Gibbo was running a good deal.
5 year warranty, no coil whine and the card isn't loud at all, boosts to 1911mhz without touching anything. Really happy with mine

Is there any more recent issues with this? I know there was a moderate chance of getting a problematic one in the original batch but mine so far seems good.

There do appear to be a couple of models to maybe avoid currently. The wildly changing pricing also affects it somewhat. To me the iChill X3 was an easy choice, at £390 with a 3 year warranty ,but it costs £30 more now than it did then.
Almost all the custom coolers appear to be pretty quiet from what I have seen on here and in reviews. Obviously there's nothing wrong with blowers, that basic design has been working well on reference cards for the last 10 years. Blowers of course continue to work well if you have two cards whereas cooling on other designs is compromised in those situations.
Pick a card you can afford, the automatic GPU Boost 3.0 seems to mean pretty much every card seems to get pretty near its max potential without any need for manual overclocking. Blowers may throttle back more quickly, or at least that was certainly the case with 1080's at launch.
My X3 will sit at its typical 1974 boost clock without issue, but then with a 60Hz 1920*1200 monitor its not exactly getting worked hard yet.

I'm going off what one of the mods said about the amount of returns. The palit dual fan was the 1070 with by far the highest return rate.

You obviously keep your cards for a long time so I'd go for the Zotac with it's 5 year warranty.
Both the Founders and Amp are £399 at the moment, The AMP would be my choice.

Yes, the zotac amp would probably be my choice at the moment too.
If your buying today I would go for the Palit GameRock that's on offer for £380. If I remember correctly its only the Palit "dual" that has had return issues and Overclockers have mentioned that all of there others have much more normal return rates.
I wonder if somewhat the return rate is high on the dual as it was one of if not the first deals with a moderate discount on the 1070 and people jumped on it before they realised they couldn't really afford it :S though there was some issues which seems to be related to quality control with the Micron memory as well.
