Cheapest 13-15" 1080P IPS Laptop?

Looking for the cheapest laptop, 13-15" that has a nice IPS display.

It's going to be a Christmas gift for a family member. It will only ever be used for web browsing so doesn't need to be anything above a dual core, but I want it to have a nice bright IPS screen etc.

Struggling to find laptops with good displays without them being gaming laptops, or extremely expensive ultrabooks with top end CPU's etc.

Any help would be appreciated :)
 
Don't think 1080p is not usable on a screen that is anything less than 15 unless you only want to look at pictures.
