Most of the people who planned to buy the game will of already done so meaning it won't be much of an incentive, especially if they have some thing going on to make it harder to sell on like with the Bf1 conditions. They probably won't but you never know.

As for a DX12 patch it's not really a game that suffers if you only get 30 or 40 fps anyway, It's the calculation times that could improve but it's not likely to be a big difference, Hasn't Civ 5 got Mantle? or was that Beyond Earth? What difference did it make then?

Civ games tend to be constant sellers - it's why they are among the best selling games.

But this is purely marketing. They get a win in DX12 and it negates any DX11 issues. Same with Doom and OpenGL and Vulkan - the latter came later.

It then also makes the AMD cards look better in next gen APIs.

Not true. I really want it but can't buy it atm, but I am in a position to upgrade GPU soon so having this offer is actually a big draw. I'm sure other people might be in similar situations where this is appealing.
