The problem will be proving that they actually caused the damage. To a Judge, it might seem just as likely that it was damaged previously, or that you did it yourself in an effort to take revenge on the ticket issuer.

Sure, you could perhaps seek to have the Officer disciplined for not following company procedure, but this wouldn't be a criminal matter - again, unless you can prove that he caused the damage, which presumably you can't.
 
find the traffic warden and then settle your differences through the delivery of a clean falcon punch to the throat.
 
Fyi Police issue parking tickets are given out on red routes parking wardens cant give you tickets there as they arent council roads.

Also man up and take the fine you shouldnt have parked illegally.

From the official CEO manual - "Hand the envelope to the motorist, if applicable or, more usually affix it to the drivers front windscreen in car parks, or kerbside window on the street. Ensure that it is firmly affixed"

"More usually" implies a degree of discretion not an order.

A ticket placed under the wipers (causing no damage) would IMO be considered fair game and "firmly affixed".

How much damage must have been done to the wiper for there to be an independent witness who stuck around to tell him though? I don't get it, do you have any pics OP?
 
You need to be some sort of super powered gorilla to damage a widescreen wiper by placing a ticket under it.
 
You need to make up a good story OP about how this witness stayed by your car for x amount of minutes. He was the owner of a shop wasn't he? He put his phone number under the undamaged blade?

Please describe the account of your independent witness, i just cant imagine how he can see damage to the windscreen wiper being done from something like this. He might see the guy put the envelope there but there is nothing to show that the wiper was not already a bit dodgy already and damage was done due to the officers action.

Was the independent witness one of those windscreen wiper enthusiasts that plague our community?

I dont doubt your blades could have been damaged but rather its doubtful your witness is worth anything more than his Tuesday night wiper enthusiast blog weekly update.
