0138374265 telephone pest, who is it?

I'm being plagued by calls from this number 0138374265
It's a recorded message starting ''hello this is an important message for people on benefits'' at which point I hang up. The code is for Dunfermline apparently. I get at least 3 calls every day and Googling the number brings up no UK specific info.
Does anybody know who theses morons are in order to lodge a complaint?

Just block it.

Dodgy calling companies can easily spoof outbound numbers, complaints generally get nowhere.

calling you on your mobile? Use truecaller. It blocks the number and then if you block it and report it, it'll tell others who use it too.

It will also upload all of your contacts to their database so if you have your wife down as "Mrs Snuggly Wuggly" then when someone else with Trucaller calls her or she calls them then they'll see that name.

What's your number, I'll cross-check it with the call list for that number that's been calling you.

I can do that honest, posting your number on a public forum will have no consequences...

This. I had one ring me from a local exchange number that was just my village and the next one to me so I answered it thinking it must be somebody who lives there.
