Reading Borough Council plans to fine drivers....

"The idea is to focus on hotspot areas where we commonly see engines left idling, like outside schools, near construction sites or at taxi ranks."

That seems pretty sensible? The only people talking about doing it in traffic are the newspaper... surprise surprise.

Sounds fair enough, although I wouldn't fancy being a cabby waiting at a rank on a cold wet quiet night without being able to have the heating and radio on without worrying about the battery!

This is why the REST button in BMW's is brilliant.

It utilises the residual heat of the engine to keep the cabin warm when the engine is off by using an electric water pump instead of a mechanical one.

How often are you stationary for over a minute whilst waiting outside something?

This isnt about turning the engine off for 12 seconds at red lights.
I was thinking about are rush hour traffic jams...

Do you not get struck in any traffic jams where you drive..

Do you not read articles in full and apply your own judgement before forming an opinion on the content?

The idea is to focus on hotspot areas where we commonly see engines left idling, like outside schools, near construction sites or at taxi ranks

So it isn't about targeting people at traffic lights, its about people parked up waiting.

Guess it a case of the roads don't look like this outside the schools and taxi ranks over here, that picture looks more like are traffic jams

But I can see there point if all these are cars are just sitting there outside a school/taxi rank with there engine running for ages..

It's just a generic photo highlighting the wonders of local rag journalism.

The quote explains the idea.

Nope that's a typical picture of the IDR in Reading, which makes this whole thing hilarious.

Well fine.

But each time I stop/restart the engine everybody will have to wait the 30 seconds or so for the, built in, sat-nav to reboot so I can tap the button saying "I agree not to fiddle with this while vehicle in motion" to bring the map screen back before moving off.

(When I complained about this dumb screen to Kenwood they got all huffy and insisted it was a "Safety feature" apparently! )

The law already exists anyway. Highway code 123. But allows you to leave it running in traffic. It also uses the word "unnecessarily" so using the heater would require the engine to be on.

Nope. At the end of 123 it states:

...However it is permissible to leave the engine running if the vehicle is stationary in traffic or for diagnosing faults.

And the law it's referencing is this:

98.—(1) Save as provided in paragraph (2), the driver of a vehicle shall, when the vehicle is stationary, stop the action of any machinery attached to or forming part of the vehicle so far as may be necessary for the prevention of noise.

(2) The provisions of paragraph (1) do not apply—

(a)when the vehicle is stationary owing to the necessities of traffic;
- The Road Vehicles (Construction and Use) Regulations 1986

Anti-car initiatives is all Reading Borough Council council ever has! (opinion may be clouded by receipt of bus lane ticket while navigating that nightmare of a city centre)

They did get one thing right though - LPG buses.

It's not that bad, being bias as it's my home town. Bristol is much worse!!
Also Reading is still a town....
