People driving without headlights on in the dark

Are they stupid or just ignorant? I came onto the M4 at junction 12 last night when it was pitch black, a mile or so down the road I went to go into the outside lane and almost drove into someone. Only noticed them due to the silhouette of the car in my blindspot. Only the DRLs were on which I hadn't seen initially. I came off at junction 15 slightly ahead of the car and it still didn't have proper lights on despite a lot of people flashing him. How there wasn't an accident is beyond me.
 
I could understand if it was dusk, but it was pitch black. That section of the M4 is poorly lit. You could quite clearly see an abyss of darkness in front of the car.
 
I blame DRL for this, the provide enough illumination for idiots to think their lights are on. I was behind a car who appeared to have no lights on, I flashed a few times to alert them to this. It was only when I eventually passed them I noticed they had DRL on.

DRL should extend to the tail lights I reckon.
 
Yep, seen people driving along at 70 on unlit motorways pitch dark on sidelights only. Absolutely incredible, impossible not to notice really, you can't see a god damn thing with just sidelights. Makes me really angry tbh.
 
Not just cars. Last night I saw a cyclist in all black clothing, one pathetic light on the front, no high-vis, country road. Had a guy jogging next to him, all black clothing, no hi-vis :/

Sooner of later they are both going to get killed. Probably at the same time. People are dumb.

Happens a lot in Milton Keynes because the roads are so well lit, people don't notice.

My wife had this happen a few weeks ago after her car went in for an MOT. They had switched off the auto lights, and being an FN2 Civic the interior is still lit up like a Christmas tree the same whether your headlights are on or off. She had no idea until I pointed it out.
 
All the time in Birmingham.

It's either the dimmest of sidelights, one working dipped beam, one working dipped beam aimed into the heavens above, or zero lights whatsoever.

Does my nut in. The other night I was on the M69 coming back to Birmingham, a Mk1 Focus overtook me and I only noticed it was there when it was about 20 yards behind me, no lights on at all and it was a blue/black one.
 
I've been driving cars with automatic lights for the past 7 years, so a real possibility if you put me in a car right now without them I "may" make such a mistake.
But you'd like to think the complete blackness in front of you would be the give-away.
 
I saw the same thing a week or so ago, 9pm and a C1 or something driving along just with its DLR's on, which to be fair are really bright for what they are but no excuse for not having any actual lights on.
 
I see it a lot, side lights or one Light as the other has blown. Seriously how hard is it to maintain your car?

Normally these drivers faces are mysteriously illuminated by their laps...
 
I think that people are just plain dumb these days. No lights on when it's dark, no indicating, using a mobile while driving, the list is endless and not limited to a minority either.

Yeap twice in 2 days I followed cars with no lights on in MK. Its amazing how oblivious the drivers were though to my persistent flashing of my headlights and even turning off and on again of my own headlights. 2 or 3 roundabouts and still neither driver turned on their lights, blooming muppets!
