Why do you even need that many cars?

Car per parent and child if late teens. My parents house built in the 50s could fit 4 cars on it and plenty of room on the roads.

That would completely change the character of any area. I would think that most people like grass verges, and I personally think it is sad when they are lost.I guess this happens when you build a road system in an era where there were 10 times less cars on the road. Get rid of the verges and put on road parking. We don't live in the 40's anymore.
Focusing on public transport would be the way forward. Personal car culture has to change regardless. People who can get away with driving less, should drive less. Bus' and trains shouldnt seem second rate or expensive. Carpooling should be more common and there should be incentives for companies to introduce things like petrol subsidies or re-reimbursement for carpoolers.
