Normally on the screen where it asks for a phone number, in the bottom left you can skip that step.
Or on account creation, leave the phone number field blank as it isn't required.
I did this for my parents Gmail accounts the other day.
They're not going to do anything dodgy with the phone number...

I login and print them as soon as they are available. Quicker than post.
