Except that the neighbour is not harrasing him and that would be a huge waste of police time.
The letter and over the fence abuse is evidence to the contrary. You would be surprised what gets classed as harassment.

We have a pub at the bottom of our garden that do karaoke every sunday night.
Police cant do anything about it only the council canand they have to come out when its happening to monitor over a set time and only if it goes too loud frequently will they do anything.

This is a form of harassment and can be reported.
I am not saying it is the best course of action, but it is a course of action the OP can take if the neighbour becomes a real issue.
a 40hz sound from a subwoofer has a wavelength of about 10m .....
I would offer to go round and take a listen - you can then decide whether its nothing or whether they have genuine grievance
even if you don't agree with the approach they've taken - better to try and resolve things than let it get worse
we've had a friend that could hardly even sell their house to move away from bad neighbours, as on selling you have to declare everything these days and as they were in a dispute it had to be declared
