How to get better fps and display?

Monitor: Samsung SyncMaster 305T LCD Monitor

My monitor supports 2560 x 1440 but I can only get a max of 60 fps normally between 30-60 fps in valley with a lower resolution 1920 x 1080 but the higher resolution of 2560 x1440 struggles to hit over 30fps

Quality high

How could i get better results?

2nd question.
If I have the default windows resolution at 2560 x 1440 makes everything look tiny and stretched. so I have it dropped down to 1360 x 1024 (I'm assuming this is a no no) how can I have a higher resolution but not have it stretched

My PC spec below

1) 1440p is about 70% more pixels than 1080p - so will need a better card or turn the settings down if you want more fps.

2) Isn't that monitor 30" and native resolution of 2560x1600 ? Should look fine but if it's too small then you can set to native resolution turn on display scaling.

Yes its a 30" monitor and your right it 2,560 x 1,600 not 2,560 x 1440.

I can set the display to 2,560 x 1,600 but it looks really stretched and small.

ive attached a image but snipit could not snip the full screen.

1-going from 1080p to 1440p slows down your fps for about 25%, in games the 280X can still pull it off if you tweak well your settings with minimal visual impact, your CPU also doesnt help much...Ryzen out soon :p
2-right click on desktop go to screen resolution, and chose make text and other things bigger, and chose what you feel is fine for you

I havr made text and other things bigger before but screen capture and similar things also become magnified, the screen may look to be the right size but screen capture and similar becomes zoomed in.
