It's when two opposing sides in an debate present the facts that they see as relevant to boosting their argument. Those 'facts' are sometimes actually just opinion or maybe considered by one side or the other to be more or less relevant to the debate being had.

It's really not the current silly idea being touted by the media.
 
In most cases, it's just lies that are used to influence the opinions of people that don't know any better.
 
Facts are often misused by mainstream politicians to further their self-serving policies e.g. EU migrants are overall, net contributors to the UK economy. Alternative facts are facts which you'll never hear the compliant media report e.g. EU migrants are net contributors to the UK economy unless they settle here, start a family, retire and eventually die here - in which case they will be a net drain to the UK economy.
