I'm looking to share some photos with family members. Currently we're using a combination of emails and whatsapp, but it's a bit of a pain. I'd rather have a central location where everyone can upload and download photos.

The criteria is fairly straightforward; it needs to be free, private, and easy to use (some fairly non-technical people will be using it). It doesn't necessarily need to be easy to setup; I'm happy putting in the time to do that, but it must be easy for everyone else.

Anyone got any suggestions on the best way to do this?

I've got a Synology NAS box which could be used, perhaps by setting up an ftp site? What about something like Google Drive, One Drive etc?

This is where Facebook is perfect.
My Nan had 14 kids who had 28 children and they had around two children each.
We are all part of a massive family group where pictures get uploaded and we can all comment with no outside 'friends' getting involved.
We also request photos and they are usually there the next day.

We also have another family group on my wife's side and it is very useful.

Dropbox, we set my wifes parents up with it so we could share photos, it's easy to use and free. There is a paid version too.

I use a combination of dropbox and google photos.

I find the implementation of dropbox's camera uploads / app photos view works best and gives me exactly what I was looking for (shared folders etc). Plus all my photos are being stored in their full resolution.

In my family we use Family Wall. It's basically a simpler private Facebook. The free option doesn't give you a huge amount of storage though
