Radeon RX 480 Dual OC 8192MB is it a good card?

That card is very good at that price. Your 500w psu will be more than enough if its good quality. These cards are not loud and temps during gaming should remain in the 70s-low 80s at most but if you tweak settings such as voltage and fan speed, it should barely touch 60c.
 
Just received this card today to replace an MSI 970 4G as I have bought a FreeSync monitor and figured at this price I wouldn't lose much after selling the 970. I have just been playing Bf4 and Gears of War 4 and am very impressed. The card is a fair bit louder than the MSI but its not a huge issue and using wattman to change the power profile and fan curve etc I have mainly sorted any issues. Freesync works very well and although the power is similar to the 970, having 8gb Ram and freesync is a real boon.

is wattman easy to use, i assume u used it to lower the sound somewhat?

Have drivers meant the CF scaling is now better in some games - Im coming from 2x r390x's (lower power noise etc and as an IPS monitor is a must for me im only aiming for 60fps at 1440p)
