There is no 'ifs' about it, a child with a stable and positive upbringing would not be partying and getting drunk at 12.

Do you? I've also seen it in families with strict parents too. The kids rebel and end up doing stuff they shouldn't.
I've dealt with a 13 year old girl for stabbing a similar aged boy in the hand with a knife. Her um and dad were absolutely normal, supportive and decent parents. The reasons she went off the rails were complicated but she certainly wasn't from a broken home. Things are rarely as simple as you suggest.
