Is there anything i can do above the stock cooler to keep this card's temperatures down? Quieter the better. To replace the fans on the card I mean. Not water.

What model is it?
Other than cleaning, air flow through the case not sure what you can achieve. Swapping fans won't do much and could have the opposite effect.

and my case is the Phanteks Enthoo Pro Mid Tower Case.
So would something like the Accelero Xtreme IV be suitable?
The fans work OK, but they are noisy and there's an annoying rattle at certain RPM.
