What would you do? (neighbours garden)

Bit miffed... Whilst we've been at work this week my retired neighbours [with some help] have quickly erected some unsightly decking which is the same height as my fence, overlooks my garden and directly into my kitchen window.

We get on well well enough with them, occasionally help each other out etc but I'm going to have strong words in the morning, potentially threatening to report it.

Am I overreacting? The mrs is pretty annoyed as you can imagine. We'll only be in the house another year, 2 max, it was only short term buy/project whilst I started my businesses so not being able to sell it due to this is a concern.

Is their garden on a slope? Why have they installed it like that?

Doesn't seem to be the same height as your fence though, not sure it is much of an issue. Can you put in a bigger fence?
 
Doesn't look great, a quick google throws up this:

Putting up decking, or other raised platforms, in your garden is permitted development, not needing an application for planning permission, providing:
  • The decking is no more than 30cm above the ground
  • together with other extensions, outbuildings etc, the decking or platforms cover no more than 50 per cent of the garden area.

Unlikely they will take it down without a fight though, could get some nice big fence panels pretty cheap and just block them out.

Yes, on a slope. They could've excavated it so that it wasn't as high.

It's just below the height of the smaller fence at the beginning of the slope; you can't really see it from the angle of the photo. The fence is knee height at it's highest point, you can tell by looking at the shed door.

A higher fence is a must but that piece of fencing at the beginning of the garden is already 6ft, they are still looking over it straight into my kitchen.

You could try talking to them? But they're hardly gonna go ok we'll move it all down, I would just state you're now putting a 6ft fence up to hide their abomination.
 
No excuse for building that monstrosity, especially without any consultation. Whatever happens now there's going to be ill-feeling on one side or the other. God knows what it'll look like if they paint it to match everything else!

Are the neighbours on the other-side also going to have the same problem?

Why would you build an area like that when it's going to be so overlooked?

I'd be looking at extending the fence with trellising and put something fast-growing up it (preferably with thorns/prickles).
 
Not worth getting uptight about. If it bothers you that much erect a decent fence, the one you have is pretty naff. I'd also be surprised if you actually lost a buyer for your house because of the decking.
