Help ID this stain

Need the collective help of OCUK to help me identify this stain on my wall and advise what to do?

It's been there for a while and is on the wall down by the skirting board, it's not bothered me as I've had it covered with a chair but now wanting to get it sorted.
I don't think it's mould as it's not grown any, doesn't smell and isn't fuzzy...
Not sure if it's damage from previous damp so something like that.
I was advised to paint over it with gloss paint when do the skirting but the brown colour came back through.

I thought maybe sand it down and paint over with something like Ronseal Damp Paint but looking for advice first.

Flipping heck, it's Dave! Hey Dave mate, how're you doing?

Anyways, it's damp. Moisture behind is causing the paint + plaster to bubble and lift. Fix the cause of the damp, let it dry. Sand. Repaint.
 
I dunno who Dave is?? It's not me, sorry if you got excited there.
Looks like the general consensus is damp.. was hoping for an easy fix but guess that section of plaster will been to be cut out so I can have a look behind (please don't be aliens!!) for the cause.

We had this in our rented flat... I lost a nice pair of russell bromleys and partner a few pairs of nice lady shoes. Yours looks nice and localised though, hopefully isn't too expensive to fix!

Definitely get fixed though, mould/damp is not good for health - I have breathing issues from living in our flat for 2 years!
 
It's a laminate flooring I'm on the ground floor so not sure if it's a concrete base under that. Don't know if that helps any?

whats generally more important is whats on the other side of that wall - is it outside, a chimney breast, is there a DMP?

You could sand it back, put a stain blocker on, repaint and it might be fine, but if theres an issue thats causing it more generally it will just come back.
