GTX 1060 Broken?

This is short clip to show you my issue, I'm not sure that you can see anything there but in few moments you can see "tearing of textures". It's really annoying and I don't have idea what I can do. Today came my new screen and I was hoping that problem is in my old monitor but I can surely see that's not. Is it broken graphic card or what is the reason of that? When I use v-sync it is working good, no tearing but sometimes causes dropping of FPS and I don't want that.
 
is it a full pin dvi to dvi or a dvi with half pins because I'm sure you need a dual link dvi cable for 144hz.

like this, on my previous screen I had the same issue with HDMI or Displayport so I don't think so that's the reason
 
have you tried using fast sync in the NVidia options because I'm not sure your going to be able to maintain 144fps with a 1060 so you are going to get tearing.

try turning the details down to low to get 144 fps and see if you still get tearing?
