Kind of sucks for Mali but I dunno why anyone would go there on holiday given the current state of the country
Indeed, must be attractive price rise. Also a former french colony so that plays apart.

Perhaps the people that live and work in that country?
It was in response to the resort being "popular with Westerners" in the article with the suggestion being it was a reason it was targetted.
A large number of French expats work in Mali, along with other Europeans and Asians.
Fair enough.
It is actually a beautiful, diverse country but, like most countries in that region, crippling poor and corrupt. I've been there a few times back in the late 90s, but sadly didn't get to see too much outside of Bamako.
