It's due to EU rules - as part of the common aircraft policy the Eurofighter is only allowed to land on regular runways, this is mostly because of lobbying by the French to protect their Rafael fighters

Twin engine makes it too heavy, air frame would need to be strengthened, you'd need to design a whole new type of Eurofighter from scratch really.
