Quiet/silent Ryzen 3 1200 cooler

Just built a small pc for my wife with a ryzen 3 1200 and the stock cooler, it's in a corsair 450D with the stock fans on that.
The stock cooler isn't overly loud, but I'm used to the AIO watercooling setup on mine and it seems really loud compared.

Is there any cooler I can get for her ryzen 3 that's a big improvement in quietness over the stock cooler? There will be no over clocking ever and only games she ever plays is Sims, it's mainly a browsing pc.

Also anyone got any ideas for getting the other case fans quieter?

Supply them with 7v rather than 12V, easily done with molex connectors, get PWM fans, or buy a fan controller.

As for the 1200, get a largish air cooler and take the fans off. Rely on the case airflow to cool it.
 
I've disabled the case fans and realised all the noise is coming from the corsair 120AF ive got in exhaust, the AMD cooler is pretty silent.

The cheap Asrock motherboard i've got only has one PWM header and one 3 pin, so im still a header short for my second front fan and the exhaust i have to plug into the PWM (all 3 fans are 3 pin) is obviously going balls to the wall and making all the noise.
Whats the cheapest solution? Buy a cheap fan controller?
 
All 3 of my corsair case fans are just 3 pin, not PWM, so that wouldnt work would it? or am i being thick haha.
I've got a 3 pin splitter coming today so going to try hooking all 3 case fans up to one header
