Why does my IP Camera look so poor at night?

I have 3 IP cameras covering my house. At the weekend I moved the 4mm camera covering the side gate and replaced it with a 6mm camera so it was slightly more zoomed in. That 4mm camera then replaced an existing older 4mm camera which was 3mp rather than 4mp. Hope that makes sense!

The camera is perfect during the day, you can certainly see the increase in quality so it was worth swapping. However, at night you can see these rings appearing and the left hand side is obscured by a white light (there aren't any street lights or sources of lights to cause this).

Before I get the ladder out again, I wanted to try and understand what might cause this? It looks like the circles are in the same place so I'm guessing it could be dust on the lens, but how about the white section? Could that be condensation perhaps?
 
What model is it.
I am clutching at straws because I don't know how these work, but is it infrared? If so, is the LED to the left of the camera reflecting on something that might be causing lens flares?
What is the light source causing the flares on the car bonnet and the left of the car?
 
You can buy IR LED arrays fairly cheap on the rainforest. Might be worth seeing if adding an IR source (not pointed at the camera) helps

That does look very much like light leakage from the camera's own IR source or a reflection from a surface very near to the camera.
 
My Hikvision dome looked exactly the same, turned out I just needed to be clean it properly. I use a lens wipe every week or two and now looks fine. You can get a pack of 200 Zeiss wipes online for a tenner.
 
Ok I have some cleaning tools for my camera. I'll give the suggestions a go.

There is a good chance some dirt/dust got in when I moved it. Having to get the ladders out is a right pain so fingers crossed this solves the problem!
 
Thanks to everyone for their suggestions. Either the lens or the dome was dirty! I gave them both a good clean today with a lens pen and lens tissues. You can see the improvement below, I just can't believe how much better it is now:
