It is actually a recognised design technique that making urban roads "more dangerous" forces drivers to slow down and thereby reducing the consequences of accidents.
It's things like adding sections of curb that stick out, removing road markings, adding pedastrian crossings (the ones without traffic lights).

Spot on. This can be applied to every accusation of "they" doing something to deliberately inconvenience "us".
My main gripe with this frustration fuelling tactic however is that it only takes one ****head (in terms of general poor driving ability - we all know they exist) to make the road extremely dangerous for ANYONE around the area.

OP, generally a lot of people suck at their jobs so it is likely just people doing a sucky job.
thid is one I've wondered about in the past a few places near me there are embankment by junctions/round abouts which seem designed to prevent you seeing oncoming traffic till you're at the line.
I'm not sure if the idea is it forces people to slow down/stop or just incompetence.
but the result is obviously people don't slow down and stop but instead just go through with harsly any warning of what's comming seen a few emergency stops cause of it

Roundabouts are now often designed or retrospectively modified to reduce visibility to force all traffic to slow on approach. Loads round here had fences erected to prevent you seeing what's coming until you get to the line.
As you say though, many treat it as a 'pray nothing is coming, oh crap emergency stop' system

I wonder how this would work in terms of liability for an accident if you could prove they chose that design ethos.
not ad the person who caused the accident but uninvolved 3rd party (say pedestrian hit by car as it loses control after hitting unmarked random keep protrusion in the dark.)

yep on a motorbike a car doing an emergency stop out onto a round about infront of you is bum clenching! especialy as you know you can't brake properly due to the fact yout mid corner

Near me there used to be some large radius turns into side streets. Now the council has tightened the radius so the turn has to be taken much slower. It's silly, it was never a problem before so why bother.
They have also put traffic lights on junctions that have operated without them just fine for years, creating a traffic jam point where it was fine before.
They truly are idiots. Roads should be designed to get the maximum traffic throughput possible.

Yep, again this is another deliberate design technique to force people to slow down.
Road near me, they've deliberately added the green baton things to the crash barrier so you can't see traffic from the right until you're much closer to the roundabout:-

The new junction near me is terrible. It's been open for a couple of years now and there have been so many accidents it's crazy - the roadside is littered with bits of cars. Sadly, Wokingham Borough Council is utterly, utterly terrible and just don't care.

The first thing you can see is that extended kerb sticking out on the left, traffic sometimes has to slow right down especially if two large vehicles are approaching each other.
Switch between a new and old map to see the difference and I daren't ride down that road on my bike.

And here's another bad council planning that has caused 5 months of misery for drivers because the slip road was blocked off and it's caused zero difference.

It is a normal slip road, you drive down it for 200 yards! and indictate to get on the A50. A bit further down is a left turn that goes to Britannia Stadium and a very large industrial park.
The Council decided to extend the slip road all the way down to the Britannia to ease congestion and it's done bugger all.
Motorists are now using the extended slip road to go down as far as they can and then indicate to come over which now causes a bigger problem than before.
I predicted this would happen when I saw the plans because anybody with an IQ of more than 1 (I have 5) could see what would happen.

Never underestimate human stupidity. It's dangerous to say the council are doing this on purpose.

It's true (not your limited IQ bit) that most of the moves councils make regarding roads can be predicted to be utter failures. It's like some idiot without any actual knowledge looks at a map or drawing and makes a completely stupid decision.
No 4 is designed for me - When I am ambling down road at 28mph and some idiot is tail gating me I ease to left a bit so he follows me - when get to narrow bit I speed up to 35mph and at very last second swerve out then look in mirror with great satisfaction seeing him/her flying on two wheels..

Everything is right except "more dangerous".
They're not making roads "more dangerous". They're making them safer by forcing people to slow down.
That's an unfair comparison. Jokester made reasonable observation that roads are being designed to reduce accidents. Asim made an unreasonable and paranoid assumption that roads are being designed to increase accidents.
