AR-15 is semi automatic. Can be bought with relative ease with a simple back ground check... sometimes not even one of those are needed, depending on state perhaps.

In Florida yes. But the idiots that used it to kill people still illegally modified the weapon. You can't stop everyone.
People are getting shot in London on a monthly basses.
 
Even if the crowd were armed, none of them would be able to realistically pick out the shooter on a balcony and take him out.

One of the problems is unless it is a very clear cut case most people won't fire back or take too long figuring out if and what they should shoot at or panic and indiscriminately fire.

It might sound harsh but I believe its how they want it, if they didn't then they would support change. They bang on and on about terrorists across the globe but more Americans die at the hands of other Americans than anything else and yet they simply will not address it or even consider it a problem, for many the answer is to simply arm more people. If it was anywhere else on the planet there would be global outrage and UN sanctions.
