A noob looking to overclock amd ryzen 5 1600 from base (3.2 to 3.6Ghz)

Using Manual voltage is what normally causes that 1.5ghz speed issue..annoying as hell. Should have been fixed long ago.

Yea I have just never built with AMD before so I had to get used to the way the UEFI was set up and how the multiplier worked.

Obviously you can't just type 39 and expect it to go to 3.9GHz, you have to increase the FID until it displays your target clock speed in the top corner. I'd gotten tired and frustrated and didn't realize that entering 39 in FID was leaving me with a clock speed of about 800MHz and the correct value to enter was something like 152 iirc.

I feel bad that on my board I just type the target frequency...

Yea it's a bit odd that they've done it like that when the whole purpose of it is to achieve a target frequency anyway.

Still I can chalk it all up as part of a learning curve and I've achieved a little something by successfully overclocking on AMD which I hadn't done before.
