Games Blurry on 4K TV in lower resolution

This is driving me absolutely nuts.

So basically I game on a 4K TV AND I've no problem playing in 1080p on console. With my PC if I don't have my settings on native 4k then in full screen mode I get a blurred image. It runs fine in windowed mode stretched out but I obviously lose FPS.

Why is it going this? my PC runs best at 1440 or 1600 with ultra settings and I can't do this because it won't play in full screen without having a crap image. I've tried every "Fix" I could find, played around with NVIDIA settings, changing all sorts of screen settings nothing works. Like I said it works fine on console or playing on windowed mode stretched out so what can I do?
 
You need to run at 1920x1080. This means each rendered pixel = 4 actual pixels. With resolutions like 1440p and 1600p the display will have to interpolate leading to a blurry image.

You'd hope that would be the case, but every display I've ever tried ends up doing some kind of soft interpolation anyway, even if there's an exact integer ratio. The scaler hardware is *really* dumb.
 
What monitor do you use? You use display port? Hazy memory, but i'm sure someone else described something similar and it turned out to be an option on his monitor to change from display port 1.1 to 1.2.
 
Your TV might be responsible for this, try and ensure any image processing is switched off on it.
Check if there is a "game" or PC mode on the TV and use that.

Set 1080p 60hhz in windows and it should come through fine, if not then its likely the TV side. If its fine in windowed mode then your games own settings might be forcing a different resolution setup.
 
I may be wrong but I think the reason the ps4 pro will look better with 1080 games is that it upscales 1080p games to 4k, similar to how a 4k blu ray player will upscale normal blurays to 4k. I guess they did this to avoid this very problem so the game is running at 1080 but the tv is still getting a 4k 60hz signal. I'm suprised it looks that bad running the pc at 1080 but have you tried running games at 4k with medium settings with anti aliasing turned off to see how it copes?
