Advise on gaming pc /laptop budget of 800.

Hello been lurking around for a while and need some advise. I am new to PC gaming but would want to try it out and in particular utilise nvidia gstream and use my nvidia shield tablet to play games from a pc. With a budget of 800, what would you recommend please, to enable geforce streaming and also play some pc games like gta 5 and fifa 18. I am also interested in having more memory storage, and the option of being able to upgrade this over time. Your thoughts and recommendations would be greatly welcomed.
