Generally you want for the CPU the fan Design like on the right, and for a case the other two. The different fan designs are... the one on the right is more for a CPU and getting constant air flow into a radiator or heat sink and the other two are more for lots of air quickly into a case.
Can't you set the fan curve so they don't run above about 1300rpm? When I had TY-143 on my PH-TC14PE cooler they never ran above 1150rpm unless it was about 25c in room and case filters were dirty.
The curve showing in your image I wouldn't expect fans to ramp up until CPU is above 80c .. because that is what the curve is set at. Ramping up sooner indicates the temp/PWM curve shown is not the curve being used.
I'm not familiar with that software, but maybe the 'AutoFan Stop' needs to be activated to stop the AutoFan default control .. just a thought.
With a curve set to speed up at temps above 85c of course the fan ramp up to full speed when CPU is above 85c .. and definitely be at full speed at 95c. 95c is at least 20c hotter than I would ever want any of my CPUs' running.
My guess is if you put lower speed fans on you will only reach higher temps and CPU will start throttling to keep it from burning up.
Maybe the solution is to lower the clock speeds to a level the fans can keep it cool without ramping up to full speed?
I would say the speed control is working just fine. It's your temps that are being extreme.
But if 99% of your use is below 90c is suppose it's kinda okay .. just kinda ..
I tend to recommend those at the moment. They have a very wide range of operation which allows you to run them in both quiet and performance modes, and are good in both pressure and flow situations. They are also very quiet up to about 1200rpm, although they will go much higher.
One thing I would consider, though, is perhaps you need to take better control of the fans? Something like the Corsair Commander Pro, which will allow you to easily fine tune everything. I say easily because you can often do the same with free software, but the Commander Pro just makes it all very easy.
